The surface pro isn't quite as polished, but it has the advantage of running windows 11 natively, as well as having access to pretty much any software that you could install on a windows machine. It's also worth noting that the ipad pro and pencil have a really great user experience- though you'd have to work inside apple's walled garden in terms of software etc. It's not a deal-breaker by any means, but something still worth considering.
Most drawing tablets are tied down to a principle device such as PC or laptop- if you want to sketch digitally on the subway, cafe, airport etc, then you might be better served by a portable solution (The big two are the ipad pro + apple pencil, and the microsoft surface pro 8 + new slim pen 2)- they can each mostly hold their own compared with the other graphics tablets, though there are some tradeoffs when using portable screen tablets as the pen will face a small degree of jitter or waviness when you make diagonal strokes. One extra thing that might be worth considering- portability! Nail down exactly which features you'd need/like and balance that against your budget. If I were you, I'd google tablet 1 vs tablet 2 and compare them via a few articles. The price was very reasonable, but I recently added a portable tablet (Surface Pro 8) to my arsenal since I like to travel and work away from my art space sometimes. I have had the Intuos 4L for over a decade now, and it's never let me down. Graphics tablets can be really useful, generally the industry standard is the wacom series- they make tablets for all sizes and budgets.
